SAN MATEO, California — April 2, 2002 — Keynote Systems (Nasdaq; KEYN), The Internet Performance Authority® today announced that Broadwing Inc. (NYSE: BRW), a leader in integrated communications, has chosen Keynote Web Site Perspective™ to monitor its new, ground-breaking SLA (Service Level Agreement) Suite for IP products between Broadwing and its top traffic exchange partners.

Broadwing chose Keynote's Web performance services to test and monitor the performance of its new off-net SLA starting with the initial concept and continues to use Keynote performance data to measure the latency for Broadwing's SLA Suite. That data plays a mission-critical role in expanding Broadwing's off-net SLA Suite to other service providers.

The new SLA is offered for Broadwing's Dedicated Internet Access Services and guarantees consistent throughput, low packet loss and high availability for traffic on and off their network. Specifically, Broadwing's SLA suite is guaranteeing less than one percent packet loss, 90 milliseconds round trip latency between the Broadwing network and its top three traffic exchange partners and 100 percent availability, with one-hop core routing, for off-net traffic. Broadwing chose Keynote's Web Site Perspective™ to monitor latency and look beyond local data to understand the performance of their own network and the networks of their traffic exchange partners.
