The effects of the self-admitted Level 3 hardware
problems caused overall performance slowdowns of one
third on the Internet today during the hours from 1:45
pm PST to 3:30 pm PST. During this time, the Keynote

the leading indicator for overall Internet performance,
slowed to over 4.0 seconds in average response time
for the top 40 business sites. Average home page response
time for the Index is normally below 3.0 seconds. Availability
(or success rate for reaching the sites) dropped to
below 85%. The problems on Level 3 appeared to be most
prominent for the San Diego and London, UK locations.
As of 4 pm PST, conditions appear to be returning
to normal.
